He was basically her 'father' not genectically but he took care fo her during the mushroom war and they were the only friends either of them had

So sad he became a tyrant, but at least he felt guilt for not seeing Marceline for so long for many a season.

Even though simon turned into a loony, deep down he still subconciously remembers marceline. Thats why he keeps following marceline, despite her attemps in avoiding him, just to hang out and bond with her.

Not only that, Ice king is a huge fan of marcy's songs.
